Here is my list of wool felting tools that I use on a regular basis. I find myself really comfortable in using the pen-style with a felting mat, and using the speed needles to do all of the fine detail work.

I source my wool roving from local yarn stores here in the City, but I have used some of the Clover Natural Wool Roving before, and I recommend it. It will go just fine with all of the other Clover tools!
The Clover Pen Style Needle Felting Tool gives me great control over tiny projects by choosing to use one, two, or three needles. I really like how I can adjust the needle length by adding or removing a portion of the sheath.
I recommend buying the Clover Speed Needle Refill for your pen style felting tool. The needles tend to be quite thin and are prone to break if not handled properly.
This is the Clover Needle Felting Tool. I use this for projects that need felting over a larger surface area.
Just in case I always like to have a set of Clover Fine Weight Needle Refills (on the left) and Clover Heavy Weight Needle Refills (on the right) for my felting tools. These also fit into the pen-style tool.
As a starter kit, the Hamanaka Needle Felting Set is very reliable. As projects become more frequent and larger, I recommend getting the felting mat below.
The Clover Large Needle Felting Mat is excellent paired with the Clover needle felting tools I use in my projects.
